Judicial Protocol:
Whether a player is sent-off in a game (straight red) or receives a second caution resulting in a sending-off, the OPSL Judicial Officer reviews the Game Reports filed by the Game Officials and makes a suspension determination based upon the OPSL league rules and under the direction of USSF and FIFA Laws of the Game.*
The Judicial Officer communicates the suspension to the league president, who in turn communicates the suspension to the OASA office (which holds the player's card until the determined release date), the team manager of the suspended player, and the relevant division commissioner.
The player, via the team manager, may appeal the suspension within 48 hours of being notified of the suspension by emailing

and paying a $25 fee. The league Judicial Committee (which does not include the Judicial Officer), will handle the appeals process and make a recommendation to the OPSL Board, which will vote on the appeal.
The next step in escalation would be for the player to file an appeal with the OASA.
* However, OASA member leagues (like the OPSL) must inform the OASA state office for the following situations:
1. When there is an alleged Referee abuse. (USSF amendments to policy 531-9)
2. When there is an alleged Referee assault.
3. When someone is appealing a league disciplinary decision/sentence/suspension.

2. Misconduct
a. Any player receiving in excess of the maximum number of cards according to the following table, will be suspended according to the following table:1. Maximum 3 yellow cards for each 12 games of a season, including playoffs. Exceeding this number will result in 1 game suspension to be served in the next OPSL match; thereafter, each 2 yellow cards received will result in 1 additional game suspension to be served in the next OPSL match. For example, in a 16 game season, a player who receives a 5th yellow card will be required to sit the next game.2. Maximum 2 red cards for each 12 games of a season, including playoffs. Exceeding this number will result in suspension for the remainder of the current OPSL season. For example, in an 18 game season, a player who receives a 4th red card will be required to sit the remainder of the current OPSL season.
b. Any player sent off or dismissed before, during or after a match, shall be suspended for the next OPSL game. However send-offs for (a) serious foul play, (b) violent conduct and (c) spitting shall be suspended for the next two (2) OPSL matches. Additionally, if the referee’s match report shows that the conduct deserves further suspension and the opposing team’s coach/manager also corroborates the report, the player may be suspended for such length as the OPSL Board determines.
c. Any player who chooses to appeal a red card suspension must submit the appeal to the OPSL, with an accompanying appeal fee of $25, within 48 hours of the match. *A hearing shall take place before the next scheduled match.
d. Any player carded for violent conduct more than once a season is subject to league review and disciplinary action.
e. Any player who assaults or verbally abuses a referee, assistant referee, or reserve official will automatically be suspended by the OPSL and subject to any mandatory OASA sanctions. A hearing shall take place before the next scheduled match.
f. Any player instigating or fueling an altercation with a player, spectator, coach or other is immediately subject to disciplinary action based upon league review.
g. Any player who illegally uses or attempts to use another player’s OASA registration will be suspended per OPSL Board determination -- up to for four (4) matches in addition to one year OASA suspension.
h. Any suspensions still remaining unserved at the end of a season will carry over to the following season.
i. Any player receiving an excessive number of red and yellow cards may be required to post a bond for the following season, as determined by the OPSL Board.
j. Any action taken by the OASA or OPSL will not preclude the right of any referee or player to pursue criminal or other legal action against the offending team or player.
k. OPSL reserves the right to suspend or pursue sanctions against players with a significant history of violent conduct and unsportsmanlike behavior, including but not limited to suspensions, levying of fines or bonds, banishment or legal action.
l. Extreme offenses may warrant expulsion from the league and legal action.
